Finance & Accounts Department

To oversee and ensure that the following functions of Finance and Accounts Department are strictly adhered to and promptly carried out as necessary:

Key Responsibilities

  • Collate, coordinate and prepare the Commission's annual budget
  • Organize and coordinate the annual budget defense
  • Monitor the release of monthly allocation
  • Record and disburse budgetary releases
  • Ensure proper recording of all transactions and maintain proper books of Accounts
  • Prepare and present quarterly and annual financial reports before the Commission
  • Coordinate the annual External Audit of the Commission's Account
  • Coordinate inspection visits by the Accountant-General, Auditor-General and other relevant organizations
  • Liaise with and monitor the Commission's Bankers and report to the Commission as appropriate
  • Ensure compliance with financial regulations and other extant rules
  • Advise Management and the Commission on all financial matters to ensure compliance with relevant rules and regulations
  • Perform other financial duties as may be assigned by the Commission from time to time

Department of Establishment, Records and Training

The Department is responsible for overseeing establishment matters, staff records, and training functions within the National Assembly Service. Its duties include the following:

Key Responsibilities

  • ▸ Determination of Establishment Structure and Size of the Service
  • ▸ Determination of Establishment Vacancies
  • ▸ Advertisement of approved vacancies in the National Assembly Service
  • ▸ Processing of applications for appointment into the National Assembly Service (Permanent & Pensionable, Acting, Contract and Temporary Appointments)
  • ▸ Documentation of Newly Appointed Staff of the National Assembly
  • ▸ Orientation and Induction of Newly Appointed Staff (NASS)
  • ▸ Manpower Training and Development
  • ▸ Coordination of Transfer or Secondment of officers to or from other Public Services (Inter-Service Transfers and Secondments)
  • ▸ Gazetting of Appointments and Staff Movements
  • ▸ Advising on formulation and review of policies on appointment matters
  • ▸ Verification of Staff Records of the National Assembly
  • ▸ Liaison with the Federal Civil Service Commission and other scheduled Service Commissions on Establishment matters
  • ▸ Liaison with the Presidency, the Office of Establishments and Management Services, and the National Assembly Management on Establishment matters
  • ▸ Serve as a database for the Commission for future references
  • ▸ Manage the creation, receipt, keeping, archiving and disposal of records
  • ▸ Establish and promulgate procedures and guidelines for records management for the Commission
  • ▸ Generate the list of officers due for retirement and generate the seniority list for the Service

Department of Admin and Employee Relations

The Department is responsible for managing staff welfare, employee relations, and administrative functions within the National Assembly Service Commission. Its duties include the following:

Key Responsibilities

  • ▸ In charge of general welfare of the staff of the National Assembly Service Commission
  • ▸ Staff benefits administration
  • ▸ Salaries and wages administration
  • ▸ Preparation of advance proposals on personnel cost budget for the Commission and staff
  • ▸ Coordination with PENCOM and Pension Fund Administrators on retirement benefits
  • ▸ Plan and budget for retirement of NASC staff
  • ▸ Coordinate NHIS and retainership with relevant health service providers (e.g., Asokoro General Hospital, National Hospital, National Assembly Clinic)
  • ▸ Manage insurance policies of the Commission (Group Life, Group Personal Accident, Fire/Special Peril, Motor Vehicle, etc.)
  • ▸ Monitor discipline of officers in the Commission
  • ▸ Provide first-level response to employee queries and complaints
  • ▸ Leave and passages administration
  • ▸ Management of the staff canteen
  • ▸ Oversee the Loans Board and all welfare schemes
  • ▸ Initiate and implement policies on employee and industrial relations, including dispute resolution alternatives
  • ▸ Management of sports and recreational facilities
  • ▸ Update NASC nominal roll
  • ▸ Staff internal posting
  • ▸ Verification of staff records of the Commission
  • ▸ Orientation and induction of newly appointed staff of the Commission
  • ▸ Take charge of the internal security of the Commission
  • ▸ Liaise with other security agencies to maintain security of the Commission
  • ▸ Advise the Commission on security matters
  • ▸ Process deployment of National Youth Service Corps (NYSC) members and Industrial Training (IT) students to the Commission

Information and Communication Technology Department

The Department is saddled with the responsibility to oversee the timely and accurate execution of the following functions:

Key Responsibilities

  • ▸ Management of the Commission's records and information resources (Data Bank, Computer Services, E-Registry, E-Library, etc.)
  • ▸ Maintenance of the Commission's communications networks (Internet, Website, e-mail, etc.)
  • ▸ Recommendation of specifications of equipment and software to be purchased by the Commission
  • ▸ Certification on delivery of ICT equipment and software when purchased and supplied
  • ▸ Make recommendations to the Commission on ICT policy formulation and implementation
  • ▸ Recommend relevant ICT training for staff of the Commission to the Establishment, Records & Training Department, as the need may arise
  • ▸ Supervise the professional certification of the staff of the Department
  • ▸ Prepare and submit annual ICT Department budget estimate to the Commission
  • ▸ Carry out any other duties that may be assigned by the Commission to the Department

Promotion and Discipline Department

The Department is responsible for overseeing staff promotions and disciplinary matters within the National Assembly Service Commission and the National Assembly. Its duties include the following:

Key Responsibilities

  • ▸ Handle senior staff promotions of both the National Assembly Service Commission and the National Assembly
  • ▸ Handle junior staff promotions of both the National Assembly Service Commission and the National Assembly
  • ▸ Coordinate and administer examinations or interviews for promotion exercises
  • ▸ Process upgrading, advancement, and conversion of officers
  • ▸ Monitor the discipline of officers in the National Assembly Service
  • ▸ Ensure strict adherence to rules and regulations on disciplinary action by officers in the National Assembly Service
  • ▸ Make recommendations on disciplinary matters before the Commission
  • ▸ Advise on formulation and review of policies on promotion and disciplinary matters
  • ▸ Verify staff records

Procurement and General Services Department

The Department is responsible for overseeing procurement activities, general services, and maintenance functions within the National Assembly Service Commission. Its duties include the following:

Key Responsibilities

  • ▸ Serve as the secretariat for all procurement activities in the Commission
  • ▸ Advise on formulation, review, and execution of policies and programmes on procurement
  • ▸ Coordinate all procurement activities in the Commission
  • ▸ Serve as Chairman/Member of Technical Evaluation Sub-Committee for prequalification of bidders
  • ▸ Liaise with the Bureau for Public Procurement and other agencies on procurement matters
  • ▸ Represent the Commission in various procurement-related meetings
  • ▸ Responsible to the Accounting Officer on overall procurement planning, policy, research, implementation, and evaluation
  • ▸ Advise on appropriate systems/methods of obtaining goods, works, and services for Commission operations
  • ▸ Maintain a Supplier Data Bank
  • ▸ Advise on all procurements and disposal of assets in line with the Public Procurement Act
  • ▸ Maintain the Commission’s building to ensure functionality, aesthetics, and environmental conduciveness
  • ▸ Coordinate transport and utility services
  • ▸ Maintain transport and motor vehicles

  • ▸ Allocate offices to departments and units

Appeals and Legal Services Department

The Department is responsible for handling appeals, petitions, and legal services for the National Assembly Service Commission. Its duties include the following:

Key Responsibilities

  • ▸ Ensure that all appeals cases arising from appointments, promotions, discipline, upgrading, advancement, and conversion of officers are treated promptly
  • ▸ Make recommendations on petitions and appeals before the Commission and advise on relevant policies and circulars
  • ▸ Render legal advice, opinions, and write briefs on matters referred to the Department by the Commission
  • ▸ Draft and perfect all agreements and contracts entered into by the Commission and attend negotiation meetings in respect of such agreements
  • ▸ Prepare defenses in respect of litigation involving the Commission and liaise with external solicitors
  • ▸ Handle Commission’s suits in various courts and arbitration panels
  • ▸ Advise the Commission on litigation matters, compliance with statutory requirements of the National Assembly Service Commission Act 2014, Conditions of Service, and Public Service Rules
  • ▸ Keep the Commission abreast of new legislations and legal developments
  • ▸ Verify staff records

Department of Planning, Research and Library Services

The Department is responsible for planning, research, monitoring, evaluation, and library services for the National Assembly Service Commission. Its duties include the following:

Key Responsibilities

  • ▸ Preparation of development plans (rolling and perspective)
  • ▸ Responsible for physical planning and development
  • ▸ Monitoring and evaluation of development plan implementation
  • ▸ Research into the internal organization and operational modalities of the National Assembly and the Commission
  • ▸ Monitoring performance and efficiency targets for departments and units of the Commission
  • ▸ Collection and processing of data and statistics relating to the Commission’s functions, powers, and activities
  • ▸ Collation of annual progress reports
  • ▸ Management of the research library
  • ▸ Planning international and local conferences for the Chairman and Honourable Commissioners
  • ▸ Planning parliamentary overseas tours for the Chairman and Honourable Commissioners
  • ▸ Provide management and the Commission with ongoing intervention by comparing actual performance with planned expectations
  • ▸ Coordinate retreats and conferences of the Commission, including:
    • NASC/SASCs Conference
    • NASC/SASCs Secretaries Conference
    • NASC/NASS Management Retreat
    • NASC Management Retreat
    • NASS Service-wide Retreat
  • ▸ Serve as conference secretariat for the NASC/SASCs Conference

Department of Zonal Offices and Legislative Aides

The Department is responsible for coordinating the affairs of Honourable Commissioners, managing Zonal Offices, and overseeing matters related to Legislative Aides. Its duties include the following:

Key Responsibilities

  • ▸ Coordinate the affairs of Honourable Commissioners in relation to their committee activities
  • ▸ Ensure that Legislative Aides matters are treated appropriately and with dispatch
  • ▸ Assist in the general administration of Zonal Offices to enable Honourable Commissioners discharge their responsibilities
  • ▸ Assist Honourable Commissioners in the formulation, execution, and review of policies related to their committees
  • ▸ Screen, interview, and appoint Legislative Aides for Distinguished Senators and Honourable Members of the National Assembly
  • ▸ Prepare periodic reports on screening and interview exercises for Legislative Aides
  • ▸ Take charge of the Zonal Office Imprest
  • ▸ Conduct research and strategic planning for Legislative Aides
  • ▸ Document newly appointed Legislative Aides
  • ▸ Respond to appeals from Legislative Aides
  • ▸ Attend to petitions received from Legislative Aides
  • ▸ Periodically review and update the Legislative Aides Nominal Roll
  • ▸ Conduct periodic induction training for Legislative Aides in the National Assembly Service

Department of Public Affairs

The Department is responsible for promoting the corporate image of the Commission, managing public relations, and overseeing communication with external bodies and the public. Its duties include the following:

Key Responsibilities

  • ▸ Promote the corporate image of the Commission
  • ▸ Disseminate information on Commission activities through press releases, bulletins, and publicity materials in mass media channels
  • ▸ Advise the Commission on public relations implications of its policies and activities
  • ▸ Help the Commission gauge public opinion through surveys on its policies and activities
  • ▸ Monitor media reports on National Assembly Service across print, electronic, and social media
  • ▸ Handle media relations, press briefings, and press conferences
  • ▸ Publish the NASC NEWS Newsletter
  • ▸ Manage public relations and protocol activities in official engagements with external bodies and within the Commission
  • ▸ Make protocol arrangements for Commission officials locally and internationally
  • ▸ Arrange passage papers for senior officials of the Commission
  • ▸ Liaise with the Ministry of Foreign Affairs, Immigration, and High Commissions regarding international trips
  • ▸ Liaise with public and private institutions to ensure success of Commission events and activities
  • ▸ Procure travel documents for members and staff on official duties abroad
  • ▸ Ensure the Commission meets its Corporate Social Responsibility (CSR) obligations
  • ▸ Arrange and coordinate courtesy visits to and from the Commission
